Impact of management system and infrastructural factors of Gram Panchayats on rural development in Hassan district

Abstract
The present study examines the role of Gram Panchayats in promoting rural development in Hassan District, Karnataka, with particular emphasis on their management systems and infrastructural development functions. Gram Panchayats constitute the foundation of grassroots governance and play an important role in local planning, implementation of development programmes, public service delivery, infrastructure provision, community participation and socio-economic development. The study seeks to assess the effectiveness of Gram Panchayats and determine the influence of their management and infrastructural functions on rural development. The study adopted a descriptive and analytical research design and collected primary data from 402 respondents comprising rural residents and relevant Panchayat stakeholders. Secondary data were obtained from government reports, publications and other relevant sources. The collected data were analysed using appropriate statistical techniques, including descriptive analysis and multiple regression analysis, to examine the relationship between Gram Panchayat functions and rural development. The findings reveal that the management system of Gram Panchayats has a very strong and significant influence on rural development, with an R-value of 0.942 and R² of 0.886, indicating that 88.6% of the variation in rural development is explained by the management variables. Effective functioning and participation in Gram Sabha, coordination with higher-level Panchayats and government departments, and village development planning emerged as major positive contributors. Similarly, infrastructural development functions show a strong and significant impact, with R = 0.859 and R² = 0.738. Community infrastructure, agricultural and allied development, employment and livelihood promotion, and sanitation and waste management emerged as important contributors. The study concludes that effective grassroots governance, participatory planning, institutional coordination, infrastructure development and efficient public service delivery are essential for achieving sustainable rural development. Strengthening the institutional capacity and accountability of Gram Panchayats can significantly improve rural development outcomes in Hassan District.
