Transparency, accountability, and participation: Redefining modern public administration
Authors
Gopinath Choudhury
Abstract
This review article explores the
interconnected pillars of transparency, accountability, and participation as
transformative forces in modern public administration. Amidst rapid
digitalisation and rising citizen expectations, these elements promise to
bolster trust, efficiency, and equity in governance. Drawing on a synthesis of
global literature and empirical data through 2023, the article traces the
conceptual evolution, institutional implementations, and empirical impacts. It
highlights successes in e-governance initiatives and participatory models,
while critiquing persistent challenges, including bureaucratic resistance and
digital divides. Comparative tables elucidate disparities across countries in
transparency indices, accountability rankings, e-government development, and
citizen engagement rates. The review advocates for integrated frameworks that
leverage technology and civic involvement to foster resilient public
institutions, ultimately reimagining administration as a collaborative
enterprise.
