Panchayati Raj System of Jammu And Kashmir issues and challenges

Abstract
This research paper aims to explore the
Panchayati Raj system of Jammu and Kashmir, analyzing its historical
development, structure, and functioning. The study delves into the significance
of Panchayati Raj in the context of local governance and empowerment, and
examines its impact on rural development and grassroots democracy.
Additionally, it investigates the challenges and opportunities faced by the
Panchayati Raj system in Jammu and Kashmir, aiming to provide insights for
policymakers and stakeholders. To improve the functioning of Panchayats in
Jammu and Kashmir, several key measures should be considered (McCarten &
Vyasulu, 2004) [3]. These measures
include strengthened capacity building programs for Panchayat members, ensuring
adequate financial and administrative support from the state government,
promoting greater participation and representation of marginalized groups and
women, and establishing mechanisms for accountability and transparency in
Panchayat operations. Overall, the improvement in the functioning of Panchayats
in Jammu and Kashmir requires focused efforts on capacity building, financial
and administrative support, inclusivity, and accountability. To improve the
functioning of Panchayats in Jammu and Kashmir, several key measures should be
considered. These measures include strengthening capacity building programs for
Panchayat members, ensuring adequate financial and administrative support from
the state government, promoting greater participation and representation of
marginalized groups and women, and establishing mechanisms for accountability
and transparency in Panchayat operations." Incorporating these measures
will contribute to the effective functioning of Panchayats in Jammu and
Kashmir, leading to enhanced local governance, rural development, and
grassroots democracy.
